Preheat oven to 350°F (175°C). Line a cupcake tin with paper liners.

In a large bowl, whisk together the flour, 200g granulated sugar, cocoa powder, baking soda, and salt.

Add the water, vegetable oil, vinegar, and vanilla extract to the dry ingredients. Mix until well combined.

In another bowl, beat the softened cream cheese, egg, and 50g granulated sugar until smooth. Stir in the chocolate chips.

Fill each cupcake liner about one-third full with the chocolate batter. Top each with a spoonful of the cream cheese mixture.

Bake in the preheated oven for 25 minutes, or until a toothpick inserted into the chocolate portion of the cupcakes comes out clean.
