Preheat the oven to 175°C (350°F). Grease and flour a 9x13 inch baking pan.

In a large bowl, combine flour, sugar, cocoa powder, baking soda, baking powder, and salt. Add eggs, milk, oil, and vanilla extract. Beat on medium speed for 2 minutes.

Stir in the boiling water. The batter will be thin. Pour into the prepared pan.
