In a large bowl, combine the soy sauce, water, brown sugar, rice wine, and sesame oil. Stir until the sugar is completely dissolved.

Place the beef short ribs in a large resealable plastic bag or a shallow dish. Pour the marinade over the ribs, ensuring they are fully submerged.
