In a large pot, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the chopped onion, minced garlic, and chopped green bell pepper to the pot. Cook until the vegetables are softened.

Stir in the diced tomatoes, tomato sauce, elbow macaroni, water, salt, black pepper, paprika, bay leaf, and Worcestershire sauce.
