Step 1
In a large bowl, mix together the flour, baking powder, and salt. Add the vegetable oil and water, and mix until a dough forms. Knead the dough for about 5 minutes, then cover and let it rest for 30 minutes.

While the dough is resting, prepare the filling. Boil the potatoes in salted water until tender, about 15 minutes. Drain and mash the potatoes.

In a skillet, melt the butter over medium heat and sauté the onions until golden brown. Add the sautéed onions to the mashed potatoes, and season with salt and pepper. Mix well.

Preheat the oven to 375°F (190°C).

Divide the dough into 10 equal portions. Roll each portion into a ball, then flatten and roll out into a circle about 1/4 inch thick.
