Preheat your oven to 350°F (175°C).

In a bowl, combine the oats and boiling water. Let stand for 20 minutes.

In a separate bowl, cream together the butter, brown sugar, and white sugar until light and fluffy.

Beat in the eggs one at a time, then stir in the vanilla extract.

In another bowl, combine the flour, baking soda, salt, and cinnamon.

Gradually add the dry ingredients to the creamed mixture, alternating with the soaked oats.

Pour the batter into a greased 9x13 inch baking pan.

Bake for 35-40 minutes in the preheated oven, or until a toothpick inserted into the center of the cake comes out clean.

While the cake is baking, prepare the topping by combining the coconut, pecans, evaporated milk, melted butter, and brown sugar.
