In a bowl, mix the flour, sugar, and dry yeast together.

Warm the milk and add it to the flour mixture along with the vegetable oil. Knead into a smooth dough.

Cover the dough and let it rise for 1 hour until it has doubled in size.

In a separate bowl, combine the ground pork, chopped shiitake mushrooms, chopped onion, soy sauce, fish sauce, salt, and black pepper. Mix well.

Divide the risen dough into equal portions and flatten each portion into a circle.

Place a spoonful of the pork mixture and one quail egg in the center of each dough circle.

Gather the edges of the dough and seal the bun.
