In a large bowl, combine the flour, sugar, salt, and instant yeast.

Add the warm water, milk, and melted butter to the dry ingredients and mix until a dough forms.

Knead the dough on a lightly floured surface for about 10 minutes until it becomes smooth and elastic.

Place the dough in a greased bowl, cover it with a damp cloth, and let it rise for about 1 hour or until it doubles in size.

Punch down the dough and divide it into 24 equal pieces. Shape each piece into a ball.

Roll each ball in bread crumbs and place them on a baking sheet lined with parchment paper.

Cover the rolls with a damp cloth and let them rise again for about 30 minutes.

Preheat the oven to 180°C (350°F).

Bake the rolls in the preheated oven for 15-20 minutes or until they are lightly golden brown.
