Heat the olive oil in a large pot over medium heat.

Add the onion, carrots, and celery. Cook until the vegetables are tender, about 10 minutes.

Add the garlic and cook for another minute.

Pour in the vegetable broth, and add the potatoes, barley, diced tomatoes (with their juice), bay leaf, thyme, salt, and pepper.

Bring the mixture to a boil, then reduce the heat to a simmer. Cook until the barley and potatoes are tender, about 45 minutes.

Stir in the frozen peas and cook for another 5 minutes, until the peas are heated through.
