Preheat your oven to 350°F (175°C).

Layer the roasted and peeled green chiles on the bottom of the dish.

Sprinkle 1 cup of shredded cheddar cheese over the chiles.

In a medium bowl, beat the eggs and then add the milk, flour, baking powder, salt, and black pepper. Mix well.

Pour the egg mixture over the cheese and chiles in the baking dish.
