In a large bowl, mix the flour and salt together.

Gradually add water while stirring to form a dough. Knead until smooth.

Cover the dough with a damp cloth and let it rest for 20 minutes.

Divide the dough into four equal parts and roll each part into a ball.

On a floured surface, roll each ball into a thin circle.

Brush each circle with a thin layer of vegetable oil and sprinkle with chopped scallions.

Roll up each circle into a log, then coil the log into a round shape. Flatten gently with your palm.

Roll out each coiled dough into a flat pancake about 1/4 inch thick.
