Step 1
Preheat oven to 175°C (350°F).
Step 2
In a large skillet, cook ground beef over medium heat until browned. Drain excess fat.

Add chopped onion and minced garlic to the skillet and cook until onion is translucent.

Stir in tomato sauce, diced tomatoes, uncooked rice, water, salt, and pepper. Bring to a boil.

In a large baking dish, layer half of the chopped cabbage. Pour half of the meat mixture over the cabbage. Repeat layers.

Cover with aluminum foil and bake in the preheated oven for 1 hour.

Remove foil, sprinkle shredded cheddar cheese on top, and bake uncovered for an additional 15 minutes, or until cheese is melted and bubbly.
