Step 1
In a large pot or Dutch oven, cook ground beef over medium-high heat until browned and crumbled. Drain excess fat.

Add chopped onion and minced garlic to the pot. Cook until onion is translucent, about 5 minutes.

Stir in water, tomato sauce, diced tomatoes, soy sauce, Italian seasoning, bay leaves, salt, and black pepper. Bring to a boil.

Reduce heat to low, cover, and simmer for 20 minutes, stirring occasionally.
