In a small bowl, mix the cornstarch with 2 tablespoons of water to create a slurry.

In a medium saucepan over medium heat, combine the soy sauce, remaining water, rice vinegar, honey, sugar, minced garlic, ground ginger, crushed red pepper flakes, sesame oil, and hoisin sauce.

Bring the mixture to a simmer and cook for about 5 minutes, stirring frequently.

Slowly add the cornstarch slurry to the saucepan, whisking continuously to avoid lumps.
Step 5
Continue to simmer the sauce for another 2-3 minutes until it thickens to your desired consistency.

Remove the saucepan from heat and let the sauce cool before serving or storing in an airtight container.
