Directions
Step 1
Clean and prepare the fish. Season with salt and pepper, then coat with cornstarch.

Heat oil in a pan and fry the fish until golden brown. Remove and set aside.

In the same pan, sauté garlic, onion, and ginger until fragrant.

Add bell pepper and carrot, and cook for 2-3 minutes.

Pour in vinegar and water. Add sugar, soy sauce, salt, and pepper. Stir well and let it simmer for 5 minutes.

Place the fried fish back into the pan and spoon the sauce over it. Let it cook for another 5 minutes.
