Preheat your oven to 180°C (350°F).

Soak the bulgur in water for about 30 minutes, then drain and squeeze out excess water.

In a large bowl, mix the ground beef, soaked bulgur, chopped onion, allspice, salt, and pepper until well combined.

Heat olive oil in a pan over medium heat. Add pine nuts and sauté until golden brown. Remove and set aside.

In the same pan, cook half of the meat mixture until browned. Remove from heat.

In a baking dish, spread half of the uncooked meat mixture evenly on the bottom.

Layer the cooked meat mixture on top and sprinkle with the toasted pine nuts.

Cover with the remaining uncooked meat mixture, pressing down to form an even layer.

Make shallow cuts in a diamond pattern on the surface to help with portioning after baking.

Bake in the preheated oven for 45-50 minutes until the top is browned and the kibbeh is cooked through.
