Directions
Step 1
In a large skillet, cook the ground beef over medium heat until browned. Drain any excess fat.

Add the chopped onion, green bell pepper, and minced garlic to the skillet. Cook until the vegetables are tender.

Stir in the tomato sauce, diced tomatoes with green chilies, water, elbow macaroni, salt, chili powder, and ground cumin.
Step 4
Bring the mixture to a boil, then reduce the heat to low. Cover and simmer for about 20 minutes, or until the macaroni is tender.
Step 5
Sprinkle the shredded cheddar cheese on top of the goulash. Cover and cook for an additional 5 minutes, or until the cheese is melted.
