Preheat the oven to 175°C (350°F). Line two baking sheets with parchment paper.

In a medium bowl, whisk together the flour, cocoa powder, baking powder, and salt.

In a large bowl, beat the butter and sugars together until light and fluffy. Add the egg and vanilla extract, and beat until well combined.
