Step 1
In a bowl, combine the beef, soy sauce, and cornstarch. Mix well and let marinate for 30 minutes.

Heat 1 tablespoon of vegetable oil in a wok or large skillet over high heat. Add the marinated beef and stir-fry until browned, about 3-4 minutes. Remove the beef from the wok and set aside.

In the same wok, add the remaining vegetable oil. Add the garlic, ginger, Szechuan peppercorns, and dried red chilies. Stir-fry for about 1 minute, until fragrant.
