Step 1
Preheat oven to 375°F (190°C). Grease a 9x13 inch baking dish.

In a medium bowl, mix together the flour and brown sugar. Cut in the butter until the mixture resembles coarse crumbs. Stir in the oats.

Press half of the mixture into the bottom of the prepared baking dish.

Spread the rhubarb evenly over the crust.
