Preheat the oven to 180°C (350°F).

In a large skillet, cook the ground beef over medium heat until browned. Drain the excess fat.

Add the chopped onion and minced garlic to the skillet. Cook until the onion is tender.

Stir in the taco seasoning and water. Simmer for 5 minutes, until the mixture thickens.

Add the salsa, black beans, and corn to the skillet. Stir to combine and cook for an additional 2-3 minutes.

In a baking dish, layer half of the tortilla chips, followed by half of the beef mixture and half of the shredded cheddar cheese. Repeat the layers.
