In a large bowl, combine ground pork, carrots, onion, garlic, and green onions. Mix well.

Add soy sauce, salt, and black pepper to the mixture. Stir until all ingredients are well incorporated.

Place a lumpia wrapper on a flat surface. Spoon about 2 tablespoons of the filling onto the wrapper.

Fold the sides of the wrapper over the filling, then roll tightly to form a cylinder. Seal the edge with a dab of water.

Repeat the process until all the filling is used up.

Heat vegetable oil in a deep fryer or large saucepan to 175°C (350°F).

Fry the lumpia in batches until they are golden brown and crispy, about 3-5 minutes per batch.
